Broadband Development Policy Bank
Local agencies have developed policies that encourage the development of modern broadband infrastructure, particularly high capacity fiber optic networks, and the availability of fast, affordable and competitive Internet access. The documents below are examples of effective policies that may be adapted to local needs and circumstances.

Conduit and fiber standards for new home construction – the City of Brentwood passed an advanced technology systems ordinance in 1999, requiring developers to include conduit and fiber in newly built homes. In 2014, the City reached an agreement with Sonic.net to use the conduit as the basis for a fiber to the home (FTTH) system. |
